Kerala Government's 100-days programme (Major)

The development programmes targeted to be completed within the first 100 days after assuming power is built on the plank of transparency. Stamping out corruption with an iron hand, the programmes aim to advance development, at a fast pace.

Transparency
Details of wealth & assets of Ministers and senior officers will be posted in the Government website.
  1. They will include Ministers and their families, all India Service Officers and Department Heads
  2. Personal Staff of Ministers 
  3. Advocate General, Government Law Officers and their families
  4. The system of registering asset details of Govt. servants annually will be made stringent
Public access to Government Orders
  • All government orders will be uploaded in the website on the same day of their issue 
  • Price bid result of all Government tenders will be on the website on the day of opening of the bid itself
  • All Government contracts and agreements will be on website the same day of their signing Department level action will be initiated against officials who do not provide copies of Government files to the public, on request under the “Right to Information Act” within the stipulated time 
  • Online facility will be provided for filing of applications and for receiving fees for information as per “Right to Information Act” 
  • Fee for applying under “Right to Information Act” will be accepted in all State Government offices, as Postal Order or Money Order
Encouragement for People’s participation to weed out corruption
  • People’s participation ; co-operation will be encouraged and solicited in Government’s fight against corruption 
  • Total protection will be provided for informers of corruption in the lines of whistle blower protection policy of Chief Vigilance Commission, by maintaining its confidential nature. A special facility will be setup at the Chief Minister's Office to receive such information 
  • Persons who aid in the detection of corruption will be suitably rewarded 
  • Citizens Charter will be formulated in all Government departments and will be made available in all its offices
Institutional battle against corruption
  • The Chief Vigilance Commission's guidelines will be implemented in tender /procurement / purchase procedures
  • The State Lok Ayukta Bill will be revised and strengthened in accordance with the Lokpal Bill
  • A system for Financial and Social Pre-Audit will be formulated for major projects in Kerala, ensuring transparency, planned resource spending and social gain from these projects
Openness & efficiency; for all to see
  • Chief Minister's office will function round the clock
  • Functioning of the Chief Minister's office will be webcast live
  • Grievance Redressal Cell will function in all District Collectorates
Governance; right into the problems of the people
  • Mass Contact Programmes will be organised in all districts under the leadership of the Chief Minister
  • One minister each will be entrusted with the coordination of developmental and welfare activities of each district
  • Mass Contact Programmes will be organised at taluk headquarters under the District Collector, every month
Feedback and its accurate evaluation
  • Special arrangements will be made in the offices of Chief Minister and Ministers for monitoring programme implementation and evaluation. The Chief Minister himself will monitor the progress of programme implementation
  • Target and goal setting exercises for developmental programmes will be set in three tier panchayats
  • Performance Management and Evaluation System of the Central Cabinet Secretariat will be implemented
  • Emphasis will be given to department level coordination and combining of e-governance programmes, on the basis of the recommendations of the National EGovernance Programme of the Central Government.
  • Workshop will be conducted for the Cabinet, in association with the Indian Institute of Management (IIM), Kozhikode
 Kerala Vision 2030 - Idea Bank
  • As a part of the public debate for bringing Kerala fast forward, state-of-the-art system of information technology will be used to receive online suggestions from the people
Protection and Care
Against price hike
  • All families living below the poverty line will be provided with 25 kg. rice at Rs.1 per kg and the same will be disbursed during Onam, after completing all procedures within 100 days. Orphans will also be covered under this scheme
  • The 3 lakhs pending applications for ration cards will be issued and thereafter, ration cards will be issued on the same day of receipt of application
  • Tribes who are not government employees or whose income does not exceed Rs.25,000/- will be included in the Below Poverty Line (BPL) List
  • Vegetable seed kits will be distributed to households
 For the poor
  • “Ashraya Scheme” for the poorest of poor and the helpless, will be spread to all panchayats
  • Those who are totally bankrupt will also be taken care of under the “Ashraya Scheme”
  • Anganvadi teachers and helpers, who resigned their jobs for contesting in elections to the local self government institutions, will be reappointed. In future, Anganvadi Teachers and Helpers need not resign for contesting in these elections. People who win the elections will be provided with the opportunity to rejoin their jobs after their term
  • Wages of cooks of “Mid-day meal programme” will be enhanced
