As per the RTI documents, Chief Secretary to Kerala Government has not released Terms of Reference for Kerala Administrative Reforms Commission Chairman V. S. Achuthanandan and its members (CP Nair and Neela Gangadharan) hitherto. Hence former Chief Minister and retired IAS hands are sitting idle for the last six months!
